The Council of Defence has decided that if the Revolutionary Military Council of the Republic does not present a motivated conclusion in favor of the Povorino-Tsaritsyn line within two days, we will give priority to the Liski-Likhaya line. Komput says directly that we do not have enough materials to restore both lines. I fully agree with this decision of the Council of Defence,

and if you perform a miracle and, having repaired the Liski-Likhaya line, also manage to repair the Povorino-Tsaritsyn line, you will be a miracle worker.

I personally agree to keep you on if you undertake to restore both lines, as you write. Today I will try to get in touch with Tsuryupa and Sverdlov, and if we come to a different decision, I will telegraph you immediately. Probably, Nevsky did not know what materials you can get from the south. I will pass on both of your notes to him.
