1Lenin's note to Ya.M.Sverdlov was written on the letter of G.V.Chicherin to Lenin of February 25, 1919 about the intention of V.V.Vorovsky to propose to the Council of People's Commissars the expulsion from Russia of all citizens of the Scandinavian countries because of the rupture of diplomatic relations of Sweden and Denmark with Russia. Chicherin objected to such a measure, reporting that there were no official diplomatic representatives of these countries in Russia, and the remaining minor embassy staff are of great help in communication with Western countries. This question was not discussed at the meeting of the Council of People's Commissars.

December 6, 1918. Vorovsky, the Soviet representative in Sweden, was informed by the Swedish Foreign Minister of the severance of diplomatic relations and of the need to leave Sweden. At Chicherin's suggestion, Vorovsky postponed his departure from Stockholm in every possible way, but on January 30, 1919, he was forced to leave for Russia. At his request, Riksdag deputy F. Ström agreed to act as Russian consul.

On March 14, 1919, the Council of People's Commissariat of Education appointed Vorovsky to the board of the People's Commissariat of Education.
