Notes on Cooperation

Should we not strike out § 1?

In each cooperative in the total number of members there should be no fewer than 2/3 of members belonging to the proletariat or semi-proletariat (i.e., to persons living exclusively or at least half their income from the sale of their labour-power).

The organs of workers' cooperation send commissars to cooperatives having more than 10% of members belonging to the propertied classes. The commissars have the right of supervision and control, as well as the right of "veto" with the transmission of contested decisions for final resolution by the organs of the Supreme Council of the National Economy.

|| In what way can the practical cooperation of the unions of commercial and industrial employees be expressed?

Draft Decree of the Council of Defence on the Supply of Bread to Railway Workers

The Computer announces to the workers that the receipt of 25 pounds, according to precise calculations made, is absolutely guaranteed with the supply of 6 million poods per month. It is possible to supply considerably more. It is necessary to exert all efforts on increasing the number of repaired locomotives. Furthermore, for increased productivity of labour, bonuses are received according to the norms of the All-Russian Professional Council.

On the Question of Relations with the Middle Peasantry

Toward a Plan of Urgent Measures for the Middle Peasant:

1) Immediately weaken the extraordinary tax on middle peasants.

2) Send from the party (3 from the provincial committee) specially to work for the middle peasant.

3) Constitute commissions from the centre (a number of them) for dispatch to the localities in defence of the middle peasant.

4) Develop and confirm a plan of journeys by Kalinin. Publish the dates, places, methods of receiving petitioners and so forth.

5) Participation in the journeys (according to points 4 and 5) from the People's Commissariats of Justice, Internal Affairs, Agriculture and others.

6) Campaign in the press.

7) "Manifesto" on the defence of the peasant middle peasant.

8) Verification (and annulment) of compulsory measures for entry into communes.

9) Verification of food measures in such a direction as to weaken requisitions, levies and so forth on the middle peasant.

10) Amnesty.

11) "Recognition of the kulak".

12) Apportionment of grain and forage.

13) Craftsmen and artisans are recognized.
