Given that this matter has been resolved by the Presidium of the Central Executive Committee—which, according to the Constitution, ranks above the Council of People’s Commissars—neither I, as Chairman of the Council of People’s Commissars, nor the Council of People’s Commissars has the authority to alter that decision.
