I certify that comrade representatives of the Danilov Manufactory visited me regarding the question of issuing them a manufactory ration. In view of the fact that this question has been decided by the Presidium of the Central Executive Committee, which according to the Constitution stands above the Council of People's Commissars, neither I, as Chairman of the Council of People's Commissars, nor the Council of People's Commissars have the right to alter this decision.
