DRAFT RESOLUTION OF THE All-RUSSIAN CENTRAL EXECUTIVE COMMITTEE**
February 22, 1919
Taking into consideration,
1) that the Menshevik newspaper "Always Forward" in the No. of
February 20, 1919, in the article "Stop the Civil War" finally proved its counter-revolutionary direction;
2) that the slogan "down with the civil war", directly put forward
now by this newspaper at a time when the troops of landlords
and capitalists, led by Kolchak, occupy not only Siberia, but also Perm, is tantamount to supporting Kolchak
and hindering the workers and peasants of Russia from bringing the
war against Kolchak to victory;
3) that thus the Mensheviks, in the resolution of their
party conference, condemned the prevailing number of party Mensheviks, who carried out an alliance with the propertied classes,
i.e. with the landlords and capitalists in Siberia, in Arkhangelsk,
on the Volga, in Georgia and in the South, are in fact now beginning
to pursue the same policy, hypocritically disowning it in
words; *
