SANITARY RULES FOR RESIDENTS
OF THE KREMLIN
February 18, 1919
In order to prevent the development of infectious diseases,
in the interests of general welfare, it is proposed to the residents
of the Kremlin:
1. To report every case of suspicious infectious disease
(febrile), or skin rash immediately to the attention of the Kremlin Sanitary Supervision Administration (Voznesensky
Monastery, apt. No. 7) indicating the detailed address.
2. All arrivals (by rail) before occupying
the premises - to wash in the bathhouse and hand over their wearable items
to the disinfector (at the bathhouse). (Those with a bathtub in the apartment
must immediately call the disinfector to the house to receive
items.)
3. Observe personal cleanliness and in the premises.
4. To bring to the attention of the Kremlin Sanitary Supervision
Administration all noticed sanitary irregularities and to follow
the instructions of the Kremlin Sanitary Supervision for their elimination.

5. Those who evade the implementation of sanitary rules will be
immediately evicted from the Kremlin and prosecuted for causing
public harm.
6. All civilian and military population of the Kremlin is subject to
the jurisdiction of the sanitary supervision.

TELEGRAM TO THE SOVNARKOM OF UKRAINE
KHARKOV

Kharkov statisticians have approached the manager of the Central Statistical Administration, Comrade Popov, with a pro-
posal to enter into communication with the Ukrainian Soviet Govern-
ment on the issue of organizing statistics in Ukraine along the lines of the state statistics of the Soviet Republic—
Russia. In case of your consent, Comrade Popov may be delegated to Ukraine for this purpose. Please answer by telegraph*.

It is ordered to the People's Commissar A. D. Tsiurupa, in view of the beginning
of his work and the need to protect state property, to strictly observe precautions,
not to work for more than two hours without interruption.
Not to work later than 10 ½ o'clock in the evening.
Not to receive the public**.
