TELEGRAM ON LABOR DUTY FOR WOOD COLLECTION AND DELIVERY*
February 19, 1919
At present, one of the most urgent issues for the Soviet Republic is the fuel question, due to the lack of which railways, factories, and plants are stopping, the production of the most necessary agricultural items is ceasing; the food crisis is becoming more and more acute, especially when millions of poods of unexported grain lie in the south because the railways cannot operate and stop due to the lack of fuel. In such a moment, there should not be a single citizen who does not make every effort to get out of this situation, unless he is an enemy of the Republic.
Such circumstances force us to resort to more decisive measures to save the population from starvation, and therefore: starting from March 1 of this year, all local peasant populations of villages, hamlets, and individual farms located within a 25-verst strip on both sides of the Northern, Nikolayevskaya, Murmansk, Northwestern, Irinovskaya, and Vindavo-Rybinsk (Petrograd network) railways * shall be subject to labor duty for wood collection and delivery.
