0 GRANTING A CONCESSION ON THE GREAT
NORTHERN RAILWAY ROUTE.
DRAFT RESOLUTION OF THE СNC ».

1) The СNC considers the direction of the road and its general plan
[correct] acceptable.
2) Recognizes the concession to the representatives of foreign capital in general, from a principled point of view, permissible in the interests of the development of productive forces;
3) Recognizes this concession as desirable and its implementation as practically [necessary] necessary;
4) In order to accelerate the practical and final decision, suggest that the initiators provide evidence of their references to their connections with solid capitalistic] Firms capable of carrying out the work and delivering materials;
5) Instruct a special commission to [clarify] submit within 2 weeks the final [such-and-such conditions]
draft contract.
6) Within 2 weeks] instruct the military commissariat to give a conclusion from a strategic] and military point of view.

1 The question of the concession on the "Great Northern Railway Route" arose on the initiative of Professor Woblog and a certain Borisov (by profession an artist), connected through the Norwegian bank br. Ganneweg with a group of foreign capitalists.
According to the draft of the initiators of the concession, the route of the new railway route was to run from the Murmansk coast to Soroka, Kotlas and further to the Urals, cutting through the main forest massifs of the European North and Siberia. After preliminary discussion and approval in the Supreme Council of National Economy, the question of the concession was submitted by G. P. Lomov and L. B. Krasin to the СNC for discussion of both the principled admissibility of the concession and its practical necessity for the development of the productive forces of the RSFSR.
The draft resolution of the СNC on the question of "granting a concession to Borisov and Ganneweg on the "Great Northern Railway Route," proposed by Lenin, was adopted by the СNC during the discussion of this issue
February 4, 1919.
