The *Izvestiya* of February 2 reports that the Moscow People's Bank (that is, the leaders of our all-civic cooperation) has been exposed (by Kiev newspapers) in speculative acquisition of 50 carloads of sugar hand in hand with the machinations of "grain growers," kulaks and landowners of Ukraine with Skoropadsky at their head!

It is necessary: 1) to conduct intensified agitation in the newspapers on this matter: a campaign against the cooperative leaders, exposure of them to the end (distinguishing from the use of the apparatus); 2) to appoint an investigative commission*.
