Having worked out a precise plan for the immediate organization of shipment of 180 wagons per day from Bugulma, I traveled during the preparatory work period to inspect the bridges at Syzran. On the tenth, I inspected the bridge work and certify that the work is being conducted with full energy and success. I can assert with confidence that by April 15 the bridge will be ready. The second route across the ice was completed today; tomorrow it will be opened for crossing. The Commission on the question of directing the line Surgut-loading—Nurlat expressed itself in favor of the Surgut-loading direction. I share the Commission's opinion. However, in view of the success of the restoration work on the bridge at Syzran, a question arises: is it necessary to build this line at all? I consider it necessary to add that the line laid across snow and frozen earth during the season of mud will not be usable. Therefore, I consider it correct at the present moment to limit ourselves to the transportation of laying materials along the line. A storage depot every five versts, so that laying could be easily begun if necessary. I request approval of the Surgut-loading direction and restriction at the present moment of construction work to the transportation of laying materials. Tomorrow I shall inspect the tunnel work; in the evening I shall depart for Simbirsk regarding grain shipments. — Ksandrov.
