The products manufactured at nationalized factories, plants, and other enterprises, as well as those enterprises under the supervision of the VSNKh, are transferred to Comprod by the respective Chief Administrations, Centers, etc., based on the plans for utilization (Article 7). The remaining goods are procured by Comprod.

For the supply and proper distribution of products, a network of state and cooperative wholesale warehouses and retail Soviet and cooperative stores is utilized and organized. Cooperative wholesale warehouses and retail stores remain under their management but under the control of Comprod (Article 15).

From the day this decree comes into force, no central or local state institutions, except Comprod and its local bodies, have the right to take measures to regulate the trade in products covered by this decree, nor to issue prohibitions or permissions for the import and export of such products within the country. Permissions for the export from any locality of these products and for their transportation within Soviet Russia, issued by Comprod and its organs, are final, and no authority has the right to demand any additional permissions for the execution of such orders and permissions from Comprod.

Requisition and confiscation of wholesale trading warehouses and the nationalization of corresponding firms can only be carried out by Comprod or by organizations authorized by it. Requisition, confiscation, and municipalization of retail stores and firms can only be carried out by local Comprod bodies, with the approval of the Executive Committee. All products for personal consumption and household use, which have been registered or requisitioned by any institutions other than VSNKh and its organs, must immediately be handed over for registration and disposal by Comprod.

The plan for utilization (Article 2) includes: 1) determining the quantity of products intended for export, for reserve, for industrial consumption, and for distribution among the population; 2) establishing the price of the product, both factory, wholesale, and retail; 3) the plan for distributing all products intended for the population.

All existing excise duties are abolished. A surcharge may be added to the price at which VSNKh sells the product to Comprod, in favor of the state.

In each province, the provincial Comprod bodies must, no later than January 1, 1919, establish a sufficiently dense network of retail stores for the convenience of the population, through which monopoly products are released. This network of retail stores should include Soviet stores and cooperative society stores. To obtain products distributed through Soviet and cooperative stores, each citizen must register with a specific retail store that is part of the network.

When transitioning to the municipalization of retail trade, local Soviets and food supply bodies must follow the following rules: a) first, retail trade enterprises, and second, wholesale trade enterprises, to the extent that they have local significance, are subject to municipalization. b) First priority in municipalization is given to the trade in products declared monopolistic. c) Municipalization of retail trade in non-monopolized products is henceforth allowed only when central bodies create the possibility of supplying these products to the population through Soviet and cooperative stores. d) When municipalizing the branches of trade mentioned in the previous points, the municipalized stores should not be sealed for more than seven days; trade in them should continue from the 8th day under the responsibility of an agent of the Food Supply Department, and if it is impossible to appoint such an agent, under the responsibility of the Committee of Employees, even if the inventory of goods has not been completed, with all proceeds being deposited in the cash register of the Food Supply Department. This rule also applies to stores sealed before the issuance of this decree, with the one-week period in these cases starting from the date of publication of this decree. e) * Cooperative warehouses and stores are not subject to nationalization. In places where, before the issuance of this decree, local Soviet authorities had nationalized or municipalized cooperatives and requisitioned or confiscated the stocks of cooperative stores, all these cooperatives must be restored, the goods returned to them, and an account given for any missing items. No further obstacles should be placed in the way of the lawful activities of cooperatives. *
Note: When restoring cooperatives, it is mandatory to take measures to prevent counter-revolutionary or ** kulak distortion of their activities and to ensure systematic strict control by the Committees of the Poor *** and local Soviets over them ****.

The Central Union Board and the Boards of Regional and Provincial Cooperative Consumer Unions shall include a representative appointed by the Comprod Collegium. The Collegium of Glavprodyug has the right to suspend and cancel decisions of the Central Union and Regional Cooperative Unions concerning the distribution of products if these decisions are deemed by Glavprodyug to contradict the approved plans or could adversely affect them.
