With regard to the revolutionary tax, to propose to the Gub-
sovnarkhoz, jointly with the finance department, to submit their considerations
regarding measures for its collection, without deducting this tax from the sums
paid to handicraftsmen based on the calculation for footwear. This resolution
of the Council of Defense is subject to immediate execution*.

front, the Red Air Fleet (23rd air squadron)—with driver
Baranov (formerly in the 8th part of the special aviation division) at the head—requests a review, reporting that aviation squadrons are only listed
on paper and that the state of affairs threatens a catastrophe * * *.

Military necessity imperiously dictates maximal increase in the productivity of the Izhevsk armory.
The main obstacle is the shortage of workers. The Council of Defense
two weeks ago placed on the professional union of metalworkers the obligation to urgently resettle to Izhevsk so far
5,000 workers, counting especially on Petrograd workers, who would find in Izhevsk work, housing, quite
sufficient nutrition.
To date, no information on the number of Petrograd workers relocating to Izhevsk has been received.
The Council of Defense finds such an indifferent attitude unacceptable
to the opening opportunity not only to put to work, but also to feed thousands of workers with their families.
I propose to urgently telegraph when exactly, how many workers
will be seconded from
Petrograd to Izhevsk.
I warn you that no red tape, no excuses are intolerable*.
