Immediately dispatch to Moscow all materials against Right Socialist-Revolutionary Alexander Mikhailovich Smirnov, report the reasons for his arrest, verify his statement concerning his desire to work with Soviet power against Kolchak, grant Smirnov for the present the most favorable conditions of arrest**.

The directive was written on a telegram from representatives of the State Control, reporting to the Council of People's Commissars about the spoilage of 6 cars of potatoes at the freight station of the Moscow-Kursk railway.

** The telegram was sent by V. I. Lenin in connection with his receipt of a communication from Samara from a plenipotentiary of the Council of Defense, to the effect that the Right Socialist-Revolutionary A. M. Smirnov, former city head under the Czechs, who appeared in Samara with a confession and declared his intention to work in the Soviet Republic against Kolchak, had been arrested in Samara.

On this document there is a note by V. I. Lenin: "For close reference. Telegram January 27" (Archive IMEL, doc. no. 3792).

*** A. I. Svirsky complained about unlawful actions and mocking treatment of him by the house administration. Having reviewed this complaint, the Small Council of People's Commissars resolved: "Transmit to the presidium of the Moscow Soviet of Deputies for the adoption of urgent measures to satisfy citizen Svirsky's just demands and to bring the guilty parties to account. Notify the Small Soviet of the adoption of this resolution" (Protocol no. 208, item 7).

ON PREPARATION FOR SPRING NAVIGATION
DRAFT RESOLUTION OF THE COUNCIL OF DEFENSE, ADOPTED
AT THE SESSION OF JANUARY 31, 1919

Obligate [all relevant bodies] to work out and publish:

1) Forms for reports (within one week)
   including [reports on] steamships and barges concerning their general condition
   concerning [the] % of completed repairs and so forth

2) The same for summer navigation.

3) Warn all boatyards that for failure to submit reports by February 15, both the managers and the boatyard committees shall be brought to trial.

4) Submit a complete report, a summary of all information concerning the procurement of fuel (within one week).

... Ovruch presents itself as a devastated city, there are no inhabitants. During the occupation by Petlyurist authorities, many peaceful citizens were shot, property was looted. Such a picture unfolds throughout the entire line of Ovruch and Korosten. White Guards continue their underground work, conducting Black Hundred antisemitic nationalist agitation... It is necessary urgently to send a supreme investigative commission to clarify everything that has occurred. In the Ovruch-Korosten zone it is necessary to organize aid to citizens; families are starving...
