Wilson proposes a truce and summons all governments of Russia to a conference.* I fear that he wants to secure Siberia and part of the south for himself, not hoping otherwise to retain almost anything. This circumstance, combined with the taking of Orenburg, Lugansk and Chertkov, compels us, in my opinion, to exert all efforts so as to take Rostov, Chelyabinsk and Omsk within a month. The latter is connected with our conversation. Check Vatsetis’s strategy particularly after the taking of Orenburg, and inform me of your opinion. You will probably have to go to Wilson.
