In view of the foregoing, the Commission of the Council of Defense requests to
confirm its order to provide the Vyatka Battalion to the Third Army*.

— to find out the reasons for the delay; — to find the culprits***.
Appoint an intelligent communist inspector, be sure to add a worker to him and hurry up so that they start
work on Friday morning (if there is no worker, start without him,
and let him come later).
I consider the matter important: they must provide information on the same day.
It is necessary to check the paperwork of Prodphaztop, the order of tele
grams (are they in order, are they easy to find, is the
time of response checked, etc.).
I strongly ask you to do this faster and stricter.

gansk and Chertkov, forces us, in my opinion, to exert all our strength,
to take both Rostov and Chelyabinsk and Omsk in a month. The latter

Why are these secrets going through Rosta? Where are the guarantees
of secrecy??
* We are talking about the proposed convocation of a peace conference on
the Prince Islands with the participation of representatives of the Soviet government, the governments of the Entente and the White Guard "governments" created
by the interventionists in the temporarily occupied territories of Soviet
Russia. The draft appeal to the conference participants was drawn up
by US President Wilson. The conference did not take place.
** The request was written by V.I. Lenin on the "Military Bulletin" of the Russian Telegraph Agency (Rosta) of January 25, 1919. The bulletin
contained information not subject to disclosure about the situation at
individual fronts.
