Immediately arrest Kogan, a member of the Kursk Tsentrozakup,
for the fact that he did not help 120 starving workers from Moscow and released them empty-handed. Publish in newspapers and leaflets, so that all employees of tsentrozakups and food organs know that for a Formal and bureaucratic attitude to the matter, for a failure to help starving workers, the repression will be severe —
