A conversation with Kalinin, as well as Shadurskaya's telegram,
lead me to believe that nine tenths of the higher apparatus
of power in Petersburg are engaged in idleness. I advise you to consider and urgently
carry out a restructuring, transferring dozens if not a hundred of the best
to actual control of transport, and personally take the lead
in the actual control of food trains. Otherwise there is no salvation.

ON THE IZHEVSK AND BOTKINSK FACTORIES
(RESOLUTION OF THE COUNCIL OF DEFENSE, JANUARY 12, 1919)
Entrust the All-Russian
Council of Trade Unions to take emergency measures to send metropolitan workers to the Izhevsk
and Botkin factories, not stopping for this purpose before
the closure of factories and the deprivation of workers of rations and before other
coercive measures. Entrust the All-Russian Council of Trade Unions
to conduct agitation among workers for moving to the Izhevsk and Botkin factories.
Appoint Comrade Krasin's report on the implementation in a week.

TO THE CHAIRMAN OF THE SOVIET OF THE NORTHERN COMMUNE*
January 12, 1919
According to the data of Komprod and the Commune, several
hundred unloaded wagons have accumulated in the Petrograd hub,
including those with food. On behalf of the Council of Defense, it is proposed
to take all measures for the immediate unloading and release
of wagons, especially from food cargo.
