TO E. BOSH AND THE ASTRAKHAN PROVINCIAL COMMITTEE
January 8–9, 1919

You have been repeatedly demanded to leave here immediately. Sverdlov has sent you many telegrams. If you do not leave immediately, you will be expelled from the Party.

To the Astrakhan comrades I transmit that they must cease all friction and unite for military affairs.

Those who fail to comply with this order will be tried under the laws of martial time.*

Armed clashes are impossible. Display firmness, and your opponents and provocateurs will lose their courage. The question of the retention of Grasis is in your hands. A Party commission will arrive and will punish those whose actions draw the Astrakhan garrison into Astrakhan affairs.

* At the beginning of January 1919, during a period of intense fighting on the Caspian-Caucasus Front, a conflict arose between the Revolutionary Military Council of the front and the Astrakhan Provincial Committee of the Party. This friction disrupted the joint work of military and Party organs and exerted a harmful influence on the situation both at the front and in the rear. Lenin demanded the immediate liquidation of the conflict.

The situation in Astrakhan changed with the arrival of S. M. Kirov, who from February 25, 1919, headed the Revolutionary Committee of the Astrakhan Territory and became the de facto leader of the Revolutionary Military Council of the front.

Conflict with the Party committee is inadmissible. Take all measures toward harmonious, coordinated work. All Party members, regardless of the post they occupy, must be part of the local organization. The Party committee must not interfere in the activities of institutions directly subordinate to the center. It has the right only to present its views to the Central Committee. All local work is directed by the Party center. Interference is possible from within or in the presence of a special commission from the Central Committee on one or another concrete question. Similar relations must be established with the provincial executive committee. Only in the case of non-fulfillment of decrees and work against the decisions of the central authority is direct interference possible. Great tact is necessary; conflicts will then be impossible. General arguments about the necessity of radical purges in military institutions have no value. Concrete indications concerning one or another fact and persons we shall take into account.

* The telegram reported: "The situation of the population at the Sobinska factory, near Undola station, Vladimir district, thirty thousand, is desperate. There is no bread and other products, widespread illness and mortality. We request urgent help in sending bread to satisfy the starving."
