The situation on the front of our VI Army is extremely
unfavorable; the retreat of the III Army has only served to
worsen it further. In the northeastern sector of our army—namely,
in the Pechora region—a contingent of Czechoslovak troops under the command of Prince Vyazemsky has recently appeared, striving to effect the reunification of the Urals with Arkhangelsk.
We are unable to prevent this reunification. Despite numerous warnings
issued by the Northern Front and by the Revolutionary Military Council of the Republic regarding this danger,
we have still received nothing to date.
And if we are not provided with sufficient forces in a timely manner, then within a matter of days we shall find ourselves facing a continuous front of enemy forces stretching from Arkhangelsk
through Perm to the Urals—and beyond…

ORDER ON THE REVISION OF POSTAL AND TELEGRAPHIC COMMUNICATIONS
January 9, 1919
The Council of Workers’ and Peasants’ Defense orders a special commission composed of Comrades Podbelsky, Bakinsky, and Khalepsky
to thoroughly review the state of postal and telegraphic communications in institutions and offices of military communications—both at the central level and in the field—as well as in the Field Headquarters of the Revolutionary Military Council of the Republic.
In the event that criminal negligence or dereliction of duty is discovered among officials responsible for military postal and telegraphic communications,
the special commission is instructed to take all necessary measures to suppress such criminal activity, up to and including the removal of those found guilty from their posts and their personal detention until further notice from the Chairman of the Council of Defense.
