2) Therefore, the Council
of People's Commissars resolves to implement this nationalization immediately, entrusting a special
commission with it consisting of representatives from the Naval Commissariat, two
representatives from the Central Committee, two from Tsentrovolga, and a chairman
to be appointed by the Supreme Council of National Economy.
3) The nationalization of the entire fleet is decreed.
4) The concern for maintaining order on ships, for their preservation,
etc., is placed directly on the ship crews, and then on the unions of ship workers of each basin or sea.
Pending consideration of the issue of fleet nationalization,
to place an arrest on all sea and river cargo and passenger
vessels and to introduce mandatory repairs for these vessels at the expense
of the owners under the control of shipworkers' organizations.
5) The Central Administrations of the entire nationalized
fleet are, temporarily, pending the congress and unification,
recognized as the Central Committee and Tsentrovolga.
If unification is not achieved voluntarily, then it will be carried out by the Soviet power by force.
To propose to the Central Committee of the River Workers' and Seamen's Union and to Tsentrovolga
to unite at the upcoming congress of river workers and seamen and
to immediately enter into business contact.
6) The Central Administrations operate in full submission
to the bodies of local and central Soviet power.
