1 Justification for the date: the note was written by Lenin during the session
(Directorate of Provisioning on the note to him from N. P. Gorbunov regarding the organization of the Food
Institute with a promise to submit a decree for consideration by the Council of People's Commissars in the coming days. The Regulations on the Food Institute were adopted by the Council of People's Commissars on July 17,
1918 (see Protocol of the Council of People's Commissars No. 158, archive of the Institute of Marxism-Leninism No. 11707).

The note was written by Lenin during a reception for O. Pukke. It is about
issuing money to help refugees after the defeat of the revolution
in Finland.

G. A. Usievich (G. Tinsky) - one of the leaders of the October
uprising in Moscow, a member of the Moscow Committee of the party, was sent to
Siberia to collect grain. Killed in battle with the Czecho-Slovaks (see "Pravda"
No. 166 of August 8, 1918).
