The draft decree was submitted for approval to the Council of People's Commissars on April 23, 1918, by P. A. Kozmin. After reviewing the draft, Lenin added to point 6. However, during the discussion of the draft, the need to coordinate some of its points with the Supreme Council of National Economy [ВСНХ] became clear, and in connection with this, the approval of the draft was postponed to the next meeting of the Council of People's Commissars, April 21, 1918. During the second discussion of the draft, an additional point was added to it (in the printed text - point o), which caused a corresponding shift in the remaining points. Thus, Lenin's addition to point 6, in the printed text, was moved to point 7.
Lenin wrote the addition to the draft on a separate sheet of paper, in ink (the draft was printed on a typewriter). The decree was published in the "Izvestia of the All-Russian Central Executive Committee" No. 81, dated April 27, 1918.

1 This refers to S. P. Sereda's trip to Ryazan to hand over his affairs at the Ryazan Executive Committee, of which Comrade Sereda was a member until his appointment (April 3, 1918) as People's Commissar of Agriculture.
