[February 5 (January 23), 1918]
The Council of People's Commissars resolves
1) To take extreme measures for the immediate improvement
of food supply in Petrograd prisons.
To instruct the Commissars of Justice and Food
To issue unconditionally according to the prison schedule.
2) To urgently transport from */3 to 7 2 prisoners to provin-
cial [areas to] prisons in areas fully well-off in terms of food
supply.

Lenin's note was made on A. D. Tsyurupa's note, in which
Tsyurupa reported that the food organization of the Nikolaev
Railway did not allow A. I. Svidersky to conduct an audit; in the
note, Tsyurupa asked to be informed what measures Lenin would
consider most appropriate to apply in this case. These mate-
rials have been preserved in the appendices to the protocol of the Council of People's Commissars No. 44
(arch. I. L. No. 44438) dated May 8, 4948. The note was written, apparently, at the Council of People's Commissars meeting during the discussion of the question
of the country's food situation and the decree on extraordinary
powers to the People's Commissar for Food.
