The Council of People's Commissars instructs you, whenever
sending money, to take all measures to ensure that the money
actually reaches its destination. Monitor the

money trains being sent by telegraph, inquiring at all junction stations.

Organize controlling bodies within the accounting departments,
monitoring the Treasury's execution of appropriations, the
execution of orders for the dispatch of currency by the State
Bank, and so forth, in order to expedite the dispatch of currency to
the localities.
