SUPPLEMENT TO THE DRAFT DECREE

ON THE ORGANISATION OF THE SUPPLY OF THE POPULATION

(e) Co-operative stores and shops are not subject to municipalisation.*

In places where, prior to the publication of this decree, the local organs of Soviet power have nationalised or municipalised co-operatives and requisitioned or confiscated stocks of goods from co-operative stores—all these co-operatives must be restored, the goods must be returned to them, an account must be rendered for the missing part, and no obstacles must henceforth be placed in the way of the lawful activity of the co-operatives.

Note:

In restoring the co-operatives, it is obligatory to take measures to ensure that no counter-revolutionary or kulak distortion of their activity is permitted and that strict control over them by the Committees of the Poor and the local Soviets is exercised unswervingly 660.
