To the Chairman of the Soviet Committee of the Petrograd Labor Commune
According to your telephone statement, we expect that the detachments of Red Guards,
though insignificant in number, but having penetrated into Finland
against the will of the Soviet authorities, will be immediately and formally recalled. We insist that a
formal resolution of the Soviet Committee of the Petrograd Commune
be issued concerning this. We urgently request that you immediately inform
us of the exact text of this resolution.
