ON THE COMPULSORY DEPOSIT OF MONEY IN BANKS
[April 1918]
1) Money must be deposited in banks without fail (under penalty of confiscation
and revocation of land rights)
2) A 4% interest rate shall be paid on deposits
3) Of all deposits,
1/3 remains in local branches, while 2/3 is transferred to the central bank.

resolutions adopted at the Financial Conference convened in April 1918 to
elaborate the principles of banking policy (see p. 163 of the Collection).

DRAFT DECREE L* 1.
Taking into account that, prior to the ratification of the peace treaty with the
states that had waged war against Russia, the issuance of shares and bonds by
subjects of those warring states had been prohibited from July 19, 1914, until
December 29, 1917—and that, by decree dated December 29, all transactions
involving shares, as well as their transfer from one holder to another, were
prohibited except in cases of inheritance—according to the proposal of V.S.N.K.,
the Sovnarkom resolves:
1.
Individuals who, when registering shares pursuant to the decree of April 2,
are found to have engaged in unlawful attempts to alienate shares by means other
than inheritance—shall be subject to the confiscation of all their property in favor
of the state. |
