In view of the evident political alliance of Ukrainian counter-revolution with the Russian, to introduce martial law against the bourgeoisie.

To direct all forces to the defence of the Urals-Kuznets region and territory both against Japan and against Germany[43].

To conduct negotiations with Mirbach for the purpose of clarifying whether Finland and Ukraine undertake to conclude peace with Russia, and to accelerate this peace in every way, being conscious that it entails new annexations.
