AMENDMENTS TO THE DECREE
ON THE SEPARATION OF CHURCH FROM STATE 1

[1. Religion is a private matter for every citizen of the Russian Republic:]
1. The Church is separated from the State.

Every citizen may profess any religion or may choose not to profess any religion at all. All moral sanctions tied to the profession of any particular faith—or to the refusal to profess any faith—are hereby abolished [permanently].
Note: Among all official documents, [any] and every reference to citizens’ religious affiliation or non-affiliation shall be eliminated.
5. The free performance of religious rites shall be ensured insofar as such rites do not disturb public order and do not involve any infringement upon the rights of citizens or of the Soviet Republic.
6. No one may, on the basis of their religious convictions, evade the fulfillment of their civic duties.
