DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS, WRITTEN BY V.I. LENIN, JANUARY 23 (FEBRUARY 5), 1918

Deputies of absent People's Commissars may participate in meetings of the Council of People's Commissars with a
decisive vote only if these deputies are appointed by a resolution of the Council of People's
Commissars from the membership of the collegiums of the corresponding Commissariats.

There are, apparently, people sitting here who were invited for another
matter.

There is no need to kick them out.

But I am giving you and the other secretaries a reprimand: it has been said a hundred times
that people can only be invited for the relevant matter.
