The bearer of this note, Comrade Bogrova, was in 1905 a member of the Soviet of Workers' Deputies and is personally known to me. Given an extremely serious illness requiring an operation in Switzerland, she needs urgent travel there. However, her money is in a safe. Could her petition regarding this be reviewed as quickly as possible? Is there an established procedure for reviewing such petitions? Please telephone me your reply.

Comrade Chicherin, Comrade Rivlina¹ (on behalf of herself and Comrade Pokrovskaya²) is very eager to travel to Switzerland as soon as possible. She is thinking of traveling with the embassy. Please consider how this can be done, and whether we cannot obtain from Germany the right of passage at least for women (to Switzerland) in general.

What reply did you give Mirbach to his written inquiry?¹

¹ The note was apparently written at a session of the Council of People's Commissars on April 27, 1918, at which G. V. Chicherin was present. He wrote to V. I. Lenin about his conversation with the advisor to the German mission, Ritzler ("the instigator of Mirbach"), on questions of requisition and contribution of property of the Baltic Germans. In reply to Lenin's question, Chicherin put forward a series of his proposals for answering the German ambassador in Moscow, Mirbach, and consulted with Lenin about them.

1) Did you have a session of the financial commission of the CEC today?

2) What are the voting results?
(a) in general (b) of Roze's theses?
(c) of Zemit's?

3) Zemit is being called to the Commissariat of Public Enlightenment for service. Should we not take him more firmly into the Commissariat of Finance? In my view, we should. (The Commissariat of Finance is weak in worker personnel — indeed it is weak; it must be strengthened; otherwise you will have no right to complain later about lack of personnel.)

There was a session in the composition: Comrade Roze, Comrade Zemit, and Comrade Trutovskiy. My theses were adopted in the majority. They did not vote. The same. He works with us. I have just now been discussing this with Comrade Sverdlov and would like to speak with you.
