A number of complaints that you (your Commissariat) still have not given assignments for  
1) the full text  
2) the inscriptions in all languages, etc.  

Regarding the design of the new money.  
I already ordered this. After all, this is a trifle.  
Do it or commission it to be done tomorrow morning **.

** This refers to the preparation by the People's Commissariat of Finance of a specimen (design and text) of Soviet currency notes.  

They complain that you still are not giving the text of the new money, hindering the preparation of specimens and their testing. Give it immediately, while retaining the old on the question of exchange for gold (with the suspension of exchange by special decrees).  

Make the Soviet inscription*.  

1) Give the existing specimens to the best experts.  
2) Order their counterfeiting.  
3) Commission the Collegium of the People's Commissariat of Education to produce designs (of all denominations).  
4) Commission Popovitsky to draw up a calculation:  
(a) how many such credit notes can be produced per month, with the usual, i.e., normal distribution of denominations (a1) on Orlov machines  
(a2) on ordinary flat-bed machines (a3) high denominations (i.e., denominations of high value) on Orlov machines, low denominations on ordinary flat-bed machines?  
(b) what is the cost of the new credit notes compared with the old ones?  
(c) when exactly can the clichés be manufactured (i.e., how many days after approval of the design) and within what period can production of the new credit notes begin?  
(d) will the new method require new materials and auxiliary substances, etc., compared with the old one?  

How much will a blank form cost (for all official papers of the Soviet authorities)?
