Expressing profound regret that the corresponding commissariats have extremely delayed practical commencement of the conversion of metal factories to useful work, the Council of People's Commissars requests the Petrograd Union of Metalworkers, with the assistance of the Commissariat of Labor, the Petrograd Soviet, and the Supreme Council of the National Economy, to begin immediately the conversion of metal factories to work on the repair and reinforcement of railway materials, as well as to the production of goods suitable in exchange for grain, and so forth.

All military orders are to be terminated.
