The CIIK resolution on this matter was drafted according to the proposal put forward by Lenin (Prot. SNK No. 208, para. 10b).
2 Here, Lenin evidently made an error in writing “grain”: the SNK resolution (see Prot. SNK No. 208, para. 10b) actually concerned the delivery of “firewood.”

December 2, [1918].
1) Radchenko, as Chairman of the Fuel Commission,
devotes no more than two hours a day to the Financial Committee.
2) To address delays in financial matters⁴, it is proposed that
Toiliiibhohj Le-e, the Collegium, file a formal complaint today.
1; [3)] Instruct the Forest Commission to agree, within two days, with the War Ministry regarding the law on postponing military service obligations
for lumberjacks and timber haulers; and regarding the law on mobilizing the population for forestry work.

i:] Direct the Commissariat of Agriculture to immediately implement the Forest Commission’s directive to the VSNKh—under the supervision of the Forest Commission—by issuing tomorrow, December 3, a resolution on the allocation of logging areas and the issuance of logging permits.
3, [5)] Warn the Central Forest Department of the Commissariat of Agriculture that, should further delays occur—or even if just one more complaint is lodged by the Forest Commission—the members of the Central Forest Department will be arrested and brought to trial.
4) 5) Instruct the Forest Commission to be granted the right to inspect the stockpiles of all departments with regard to saws and axes (that is, to allow access to ledgers and storage facilities).

1 The question of fuel was discussed at the first meeting of the Council of Defense on December 1, 1918. It was decided to refer the issue to a commission composed of Lenin, Rykov, Radchenko, Volkovsky, and Nevsky.
The commission meeting, chaired by Lenin, took place on December 2, 1918 (Arch. IMED, minutes of the commission meeting on the question of fuel, December 2, 1918). The draft prepared by Lenin was adopted by the commission and incorporated into the minutes of its meetings. The entire text of the document was written by Lenin in pencil on both sides of a large sheet of paper. The signature and date were inscribed in red ink.
2 All the names of the speakers, except for the last two, appear to have been crossed out by Lenin after their speeches.

Individual clauses of the resolutions were initially renumbered by Lenin in sequential order; then, after bracketing the first two clauses with double square brackets, Lenin struck out the numbers “3, 4, 5, 6,” renumbering them anew—regardless of the numbering of the first two clauses—as “1, 2, 3, 4.” In the minutes of the Fuel Commission, the final four clauses were set apart under a special heading:
“Resolutions of the Commission Having the Force of Resolutions of the Council of Defense.”

The State Bank delayed the disbursement of funds from the special monetary fund reserved for Glavleskom.

Based on Article 72 and in abrogation of Article 118 of the Fundamental Law on Forests, and in abrogation of the resolution concerning the Forest Commission for the direction, regulation, and administration of all forestry activities of the Soviet Republic, the Main Forest Committee is hereby established under the VSNKh.

Forest departments under the People’s Economic Councils, while serving as local organs of the Main Forest Committee, shall be guided entirely in their activities by the directives and resolutions of the Main Forest Committee.
