DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS.
[February 3] 21. I. 1918
At the meeting of 21. 1 — 1918
Having heard the report of the Investigative Commission on the Investigative
Commission*9, the Council of People's Commissars resolved:
To supplement the Commission with two members, namely Comrade Algazov
and one Bolshevik, as indicated by Sverdlov.
To grant the Commission the right to searches, seizures, and arrests,
without prior contact on this matter with any institution whatsoever.
To provide the Commission with [a car] technical means and
[allocate] open credit from the funds of the Commissariat
of Justice.
To ask the Commission to work faster and more energetically, [in order
to be able to more quickly single out those whose innocence, by virtue of obvious
bad faith calumnies, is already evident,]2 to clarify more quickly.
