At the meeting of 21. I — 1918
Having heard the report of the Investigative Commission on the Investigative
Commission*9, the SNK resolved:
To supplement the Commission with two members, namely Comrade Algasov 1
and one Bolshevik, as indicated by Sverdlov.
To grant the Commission the right to searches, seizures, and arrests,
without preliminary communication on this matter with any
institution whatsoever.
To provide the Commission with [a car], technical means
and
[allot] to open credit from the funds of the Commissariat
of Justice.
To ask the Commission to work faster and more vigorously, [in order
to be able to quickly single out those whose innocence, by virtue of the obvious
bad faith of the slanders, is already evident,] 2 to quickly clarify

Based on the resolution of the Council of People's Commissars
] of 14. I at night, — [the text of this resolution] an excerpt from the journal, is attached— we ask the C.C. of the Left SR party to report:
1) when did the Petrograd Committee of the Left SRs adopt the
resolution on the unwillingness to provide workers to the investigative
Commission as long as Kozlovsky is in it?
2) what is the text of this resolution?
3) Was this resolution known to the Central
Committee of the Left SR party, and was there a judgment about it in the C.C. of the Left SR
party?
4) When and who communicated (from the Left SRs) in the Petrograd
Soviet or its Executive Committee that, as long as Kozlovsky
is in the Investigative Commission, the Left SRs will not join it?
5) Was the decision of the Petrograd
Soviet, which proposed that the Left SRs present data against Kozlovsky
within a specified period, carried out by the Left SRs?

of the Collection), the leaders of this commission, M. Yu. Kozlovsky and N. A. Krasikov,
on January 27 (14), 1918, appealed to the SNK with a request to review the aforementioned resolution.
Having discussed the statement by Kozlovsky and Krasikov,
the SNK, in addition to the above-mentioned appeal to the Central Committee of the Left SRs, resolved:
"To set the Investigative Commission a deadline of 48 hours for the presentation
of the results of its work, i.e., concrete data for accusing members
of the Investigative Commission").

DRAFT RESOLUTION OF THE SNK 1
[February 13 (January 31), 1918]
The Commissions [of Comrade Dzerzhinsky and Bonch-Bruevich] are recommended [the merging of both commissions with the delimitation] the delimitation
[of the commissions into] of their activities into sub-departments: provocational,
criminal], speculation and counter-revolution.
To instruct the Commissariat of Justice to submit to the Soviet
of Workers' and Soldiers' Deputies lists of candidates for the position of members of the Investigative
Commission.
The same Commissariat is instructed to take measures to increase
the number of places of detention, improve conditions of detention, and to strengthen criminal repression.
Adopted.
1 The draft resolution proposed by Lenin was adopted at the meeting
of the SNK on January 31, 1918, as an addition to the SNK resolution
on the reports by F. E. Dzerzhinsky and V. D. Bonch-Bruevich on the activities
of the Extraordinary and Investigative Commissions led by them for combating
counter-revolution, sabotage, and speculation.

ADDENDUM TO THE RESOLUTION OF THE SNK
[February 26, 1918]
In view of Comrade Shreider's 2 statement that he is firmly convinced,
contrary to the opinion of the commission, of Comrade Mitsgendler's guilt in bribery, the SNK [proposes] considers it the duty of Comrade Shreider, firstly, to repeat his statement in writing, and secondly, to present from his personal name, immediately before the court, an accusation against
Mitsgendler.

At the meeting of the SNK on February 26, 1918, the report of the
chairman of the audit commission on the case of the investigative commission under the Petrograd Soviet was heard (see p. 114
of the Collection). The following resolution was adopted: "Having heard the report of the audit commission on the investigative commission, the SNK states that all accusations against the responsible leaders of the investigative commission in bribery and other crimes
or disreputable acts are unfounded and that the entire campaign against them is part of a general malicious campaign of lies and slander directed against the worker-peasant power by representatives, agents, and mercenaries of the bourgeoisie. Taking into account that the investigation was conducted completely openly, that all interested and affected persons knew about the investigation from newspapers and had six weeks to present all data and give all testimonies illuminating the activities of the investigative commission from all sides, the SNK declares the investigation closed and the case of the investigative commission liquidated. In view of the above, the responsible leaders of the investigative commission: Comrades Krasikov, Kozlovsky, Lindex, Mitsgendler, and Razin, suspended from work for the duration of the investigation, are returned to their posts" (Prot. SNK JVs ТО, p. 3 from '26 February 1918). The printed draft was proposed by Lenin and adopted as an addition to the SNK resolution on the case of members of the investigative commission.
