DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS
ON THE NATIONALIZATION OF GRAIN STORAGE FACILITIES.*¹

[February 15, 1918]

1) In order to unify all measures for ensuring the population's food supply and planned provisioning, [all grain storage facilities, both those of the State Bank and railway ones, or those belonging to private institutions and persons] all the largest grain storage facilities, both those of the S[tate] Bank and r[ail]w[ay] ones, as well as those belonging to private and public institutions and individual persons, are recognized as state property.
The list of these [institut[ions] grain storage facilities] shall be drawn up by local Soviets of Workers', Soldiers' and Peasants' Deputies, and after approval of the list by the C[ommissa]riat for F[ood], shall be published for general information.
2) The administration of the Grain Storage Department of the State Bank is transferred temporarily to the jurisdiction of the People's Commissariat for Food. Local institutions of the said Department shall continue their work under the guidance and control of the food departments of the Soviets of Workers', Soldiers', [and] Peas[ants'] and Coss[acks'] Deputies.
3) [Transfer] The procedure for transfer to the jurisdiction of the People's Commissariat for Food of the [railway] above-mentioned] grain storage facilities, [as well as those belonging to private institutions and persons] will be determined by a special instruction regarding this.
4) The financing of further operations of the grain storage facilities shall be carried out in accordance with the general procedure for financing the government's food operations.
