PROPOSALS ON MEASURES

FOR IMPROVING THE FOOD SITUATION

IN PETROGRAD

The Council of People's Commissars charges the Commissariat of Railways with immediately drafting and presenting to the CPC a decree project prohibiting all free travel on the railroads, except for one journey home for each soldier returning after demobilization from his place of service.

The CPC charges the manager of the State Bank, as a matter of first priority and at all costs, to dispatch 200 million rubles to the south at the disposal of the Yakubov expedition, for supplying bread to the regions in need, according to the directives of the Commissariat of Food.

The Commissariat of Food is to urgently conclude an agreement with the Military Commissariat so as to immediately engage the road work detachments available at the front for food supply work. These detachments
