Recognizing the wording of the note to § 51 as imprecise or
based on a misunderstanding, since a literal reading of the text results in a denial of the supremacy of the nationwide
Soviet power, the Council of People's Commissars requests the legislative body of the fleet to revise the
wording of this note.

1917-1918

The Council of People's Commissars takes note of the statement
by the representatives of the fleet that this note in no way
contains a denial of the central authority of the Soviet government,
and instructs Comrades Proshyan and Lunacharsky to draft a reasoned appeal from the Council of People's Commissars
to the legislative body of the fleet, clarifying the point of view of the Council of People's Commissars.
