[End of December 1917 (beginning of January 1918)]

Resolution of the C.C. R.S.D.L.P. (Bolsheviks)
Considering that:
1) Comrade Lozovsky, from the very beginning of the October Revolution,
has expressed views fundamentally diverging from those of the party and
from the viewpoint of the revolutionary proletariat in general, but
coinciding in all essentials with the petty-bourgeois negation
of the dictatorship of the proletariat, as a necessary transitional phase
to socialism;
2) by his statement in November in the newspaper "Novaya Zhizn",
which went over to the side of the bourgeoisie, Comrade Lozovsky caused general
indignation not only among all party members, but also among conscious
workers in general; and furthermore, the resolution of the C.C. R.S.D.L.P.,
adopted immediately following this statement, concerning the expulsion of Comrade Lo-
zovsky from the party, was not publicized or carried out
only due to the hope expressed by some comrades that Comrade Lozovsky's wavering was a temporary phenomenon,
caused only by his inability to immediately grasp the significance of the historical upheaval occurring with unusual speed;
3) the hope of comrades who wished to give Comrade Lozovsky time
to fully grasp the significance of the revolution that had occurred,
was not justified, and Comrade Lozovsky's entire political conduct
in general, and his articles in Nos. 7 and 8 of "Professionalny
Vestnik" in particular, testify to this comrade's complete divergence
from the fundamental principles of socialism regarding the role of the proletariat in the socialist revolution;
4) membership in the party of a person who has taken a prominent
post in the trade union movement and introduces unheard-of
bourgeois corruption into this movement, not only compromises
the party and demoralizes all organizational work in the proletarian milieu, but also causes enormous practical harm
to the urgent task of organizing socialist production by trade unions;
5) joint work within the ranks of one party is impossible
with a person who has not understood the necessity of the dictatorship of the proletariat, recognized by our party program, who has not understood that without such a dictatorship, i.e., without the systematic,
merciless suppression of resistance, which stops at no bourgeoisdemocratic formulas, of the exploiters, not only a socialist,
but even a consistently democratic revolution is unthinkable, and no
serious measures to combat the crisis and devastation created by the war are possible;
6) joint work within the ranks of one party is impossible
with a person who denies the socialist tasks of the proletariat,
which has seized political power — with a person who denies the duty of trade unions to assume
state functions and with the greatest energy, with selfless
determination to carry out the socialist reorganization
of production and distribution of products on a nationwide
scale; — — taking this into consideration, the C.C. R.S.D.L.P.
resolved: to expel Comrade Lozovsky from the R.S.D.L.Party
(Bolsheviks) and to publish this resolution immediately 2.
