The RSFSR recognizes full civil and political equality for working foreigners engaged in productive labor on the territory of the Republic, with Russian citizens.

The Constitution of the RSFSR was adopted on July 10, 1918, by the Fifth All-Russian Congress of Soviets.

I did not reply to the second telegram, for such an appointment 2 does not depend on me and is generally hardly possible, as a violation of *all* general order.
The Czechoslovak (and kulak) danger is so serious that, in my opinion, you should take it upon yourself (and Trotsky will probably agree) to tour the Western and Southern (German) fronts, etc., to accelerate the transfer of troops from there to the Czechoslovak front?
