I am deprived of the opportunity to respond at present to comrade Radek's polemic—since I am not voting, I have no motives for voting. In the ordinary course of affairs I cannot respond; I do not wish to delay the Congress by requesting the floor to answer this polemic. I therefore only recall what was said in my concluding remarks, and secondly, I express my protest against the practice of turning a statement on voting motives into a polemic, to which I am unable to respond.
