The Joint Session draws the attention of all workers and toiling peasants to the fact that the famine that has broken out in many parts of the country demands from us the most decisive and firm measures in the struggle against this calamity.

The enemies of Soviet power — landowners, capitalists, kulaks with their numerous hangers-on — want to take advantage of the calamity to organize upheavals, to intensify chaos and disorder, to overthrow Soviet power, to restore the old order of bondage and enslavement of the toiling masses, to restore the power of landowners and capitalists, as has been done in Ukraine.

Only the extreme exertion of all the forces of the working class and toiling peasantry can save the country from famine and ensure the gains of the revolution against the encroachments of the exploiting classes.

The Joint Session recognizes as absolutely and uniquely correct the firm policy in the struggle against famine that Soviet power has pursued.

Only iron revolutionary order in all spheres of life, especially in railway and water transport, only iron discipline of the workers, only their selfless assistance through detachments of agitators and fighters against the bourgeoisie, against the kulaks, only the independent organization of the village poor can save the country and the revolution.

To such work — united, coordinated, triumphant over chaos, disorder, and fragmented actions — the Joint Session earnestly calls upon all workers and peasants.
