The Committee on Leather Affairs and its subordinate bodies—district committees, reorganized on the basis of a two-thirds majority vote by workers—are responsible for managing the affairs of the leather monopoly. The directives issued by the Main Committee and by the district committees on leather affairs must be implemented with strict adherence to their provisions. Any interference by other organizations in the affairs of the leather industry is strictly prohibited. District committees that have been dissolved must be promptly reinstated. Those that have not yet been democratized must be immediately democratized, in accordance with the instructions of the Main Committee on Leather Affairs, as approved by the First All‑Russian Congress of Workers in the Leather Industry. April 6, 1918.” After separating the text of the telegram with a line, Lenin appended the following directive—printed above—to the bottom of the telegram, addressed to the secretary regarding the dispatch of the telegram.
