All this information demonstrates the monstrous inactivity of the Petrograd workers. The Petrograd workers and soldiers must understand that no one will help them except themselves. The facts of abuse are evident, speculation is monstrous, but what have the soldiers and workers in the masses done to combat it? If we do not rouse the masses to self-activity, nothing will come of it. It is necessary to convene a plenary session of the Soviet and resolve to conduct mass searches in Petrograd and at freight stations. For the searches, each factory, each company must detach units; one must not attract those unwilling to participate, but rather compel each person, under the threat of deprivation of bread rations. Until we apply terror – shooting on the spot – against speculators, nothing will come of it. If the units are composed of random, uncoordinated people, looting cannot occur. Moreover, robbers must also be dealt with decisively – shot on the spot.

The well-to-do part of the population must be confined without bread for 3 days, since they have reserves of other products and can obtain them from speculators at high prices.
