Title: 10. Resolution on Changing the Name of the Party and the Party Program

The Congress resolves to henceforth name our party (the Russian Social-Democratic Labour Party of Bolsheviks) the Russian Communist Party, with the addition in parentheses "Bolsheviks."

The Congress resolves to change the program of our party by revising the theoretical part or supplementing it with a characterization of imperialism and the beginning era of international socialist revolution.

The changes to the political part of our program should consist of as precise and detailed a characterization as possible of the new type of state, the Soviet Republic, as a form of the dictatorship of the proletariat and as a continuation of the conquests of the international workers' revolution, which were initiated by the Paris Commune. The program should indicate that our party will not refuse to use bourgeois parliamentarism if the course of the struggle throws us back, for a certain period, to this historical stage, now surpassed by our revolution. However, in any case and under all circumstances, the party will fight for the Soviet Republic as the highest form of democracy and as a form of the dictatorship of the proletariat, the overthrow of the yoke of the exploiters, and the suppression of their resistance.

In the same spirit and direction, the economic, including agrarian, as well as pedagogical and other parts of our program should be revised. The emphasis should be on a precise characterization of the economic and other transformations initiated by our Soviet power, with a specific exposition of the immediate concrete tasks set by the Soviet power and arising from the practical steps already taken by us in the expropriation of the expropriators.

The Congress entrusts a special commission with the task of preparing, as soon as possible, based on the instructions given, the program of our party and approving it as the program of our party.
