Heard: 1. Food Issues
Decided: 1 a) Instruct the Commissariat of Food to submit a report within 4 days on increasing the pace and scale of procurements. Schedule a plenary session of the Council of Defense for this report on Wednesday, at 8 p.m., with the obligatory presence of the troika (Lenin, Stalin, and Briukhanov) and with the invitation of others.
b) Instruct the Commissariat of Food to also submit a report on how to more quickly create a better distribution apparatus.
c) To create a commission on the issue of merging the Main Economic Administration with the Commissariat of Food from representatives of the Commissariat of Food, the Military and Comrade Rukhnovich.2 Assign Comrade Briukhanov to convene it. The commission's term of work is 10 days.
d) Instruct Comrade Krasin to introduce a third shift at the Tula cartridge and arms factories and instruct the Commissariat of Food to deliver a sufficient quantity of food to the factory placement points. To report on the execution by Wednesday. To gradually increase the food rations for workers at the cartridge and arms factories to the size of the Red Army ration, on the condition that production is brought to maximum levels.
e) Instruct Comrades Nevsky and Krasin to submit to Comrade Briukhanov, within 3 days, the categories of workers in the production of peat, coal, firewood, as well as track workers, subject to transfer to the Red Army ration.
f) Instruct Comrade Stalin to draft a resolution on behalf of the Council of Defense on the fight against regionalism and the fight against red tape.
Heard: 2. Track Issues
Decided: 2. a) Schedule a meeting of the commission for Tuesday at 1 p.m., consisting of Comrades Lenin, Stalin, and Nevsky. Invite Comrade Dzerzhinsky to the meeting.
Issues to be discussed: 1) on non-interference in the track department; 2) on the elimination of transport emergencies; 3) on the release of officers and engineers; 4) on the procedure for arresting military personnel and Soviet employees in general.
b) To create a commission on the issue of bonuses, consisting of representatives from the Council of Trade Unions, Vseprofzhel, Vikzhedor and Comrade Nevsky. Assign Comrade Nevsky to convene it, with a term of 3 days.
c) To create a commission on the issue of joint responsibility, consisting of Comrades Stalin, Yelizarov, Krzhizhanovsky 3 and two workers, as indicated by Comrade Nevsky. Assign Comrade Stalin to convene it, with a term of 3 days.

Decided: 3. a) To suggest that Rukhimovich join Krasin's commission with a consultative voice.
b) To send Rukhimovich's report to the Revolutionary Military Council of the Republic and request Sklianksy to report what has been done on this report.
c) To instruct Sklianksy to submit to the next meeting a report on the state of the ammunition stock in the warehouses and on their distribution.
d) To instruct Krasin to take measures to mobilize military-style carts, collect them, and deliver them to the army. To report on the execution at the meeting of the Council of Defense on Sunday.
Heard: 4. About the mobilization of the intelligentsia.
Decided: 4. a) To instruct Krasin to draft a resolution on the mobilization of technical forces.
b) To instruct Comrades Krasin, Nevsky and Gorbunov to draft a regulation on the questionnaire for submission to the Council of People's Commissars.
Heard: 5. About Fuel.
Decided: 5. a) To discuss the issue of fuel tomorrow in the commission consisting of Comrades Lenin, Rykov, Radchenko, Volkovsky and Nevsky. Assign Comrade Lenin to convene the commission.
b) To instruct Comrade Briukhanov, in agreement with the Supreme Council of National Economy, to work out by Wednesday the issue of supplying shoes and clothing to peat, coal and some railway workers.
Heard: 6. About the Supreme Military Inspectorate.
Decided: 6. a) To instruct Comrade Sklianksy and the Revolutionary Military Council to take measures to carry out actual control over the expenditure of cartridges on the fronts. To strengthen the artillery inspection with two commissars from the workers. To report on the execution at the next meeting of the Council of Defense.
b) To instruct the Revolutionary Military Council to submit by December 15 a report on measures for the correct use of the forces of the Supreme Military Inspectorate.
Heard: 7. About the replenishment of the Council of Defense with a representative from the All-Russian Council of Trade Unions.
Decided: 7. To petition the Central Executive Committee to replenish the Council of Defense with a representative of the All-Russian Council of Trade Unions.
Heard: 8. About signatures and the publication of resolutions of the Council of Defense.
Decided: 8. a) Resolutions of the Council of Defense are not subject to publication, with the exception of those specifically stipulated. Those guilty of violating this will be held accountable.
b) Resolutions of the Council of Defense are signed by the chairman.
Resolutions of commissions appointed by the Council of Defense, signed by Comrades Lenin, Stalin, and a representative of the relevant department, have the force of resolutions of the Council of Defense.
