Instruct the Deputy Chairman of the Revolutionary Military Council of the Republic to ascertain from the Commander-in-Chief what measures he is taking to prevent an interruption on the Urbakh—Astrakhan railroad line in the Vladimirovsky district from the side of Tsatsy occupied by the enemy.

In supplement to the telefongram of December 23. In view of the continuing natural disaster that has befallen the Republic—the snowstorm—for the purpose of restoring disrupted train traffic, it is proposed that temporary supplementary remuneration be introduced for payment of the especially severe working conditions of certain categories of railroad workers, especially locomotive crews, based on the established mileage norm for these categories of labor, guided by the mileage figures from previous years. The Commissariat of Railways provides detailed instructions regarding the character of the supplementary remuneration being introduced hereby.
