In connection with the letter of Comrades Zof, Zalutsky and Kharitonov from Perm and the information which is flowing to the Central Committee of the RCP from all sides about the widespread drunkenness and the collapse of party work, the Central Committee decides to send immediately Mr. Stalin to the Perm front and Mr. Sverdlov to oblige him to devote 9/10 of his time to the Perm front. Stalin to the Perm front, and to oblige Mr. Sverdlov to devote 9/10 of his time exclusively to Party work.

December 130, 1918. YM Sverdlov by telegraph reported LD.Trotsky decree of the Central Committee of the RCP(b): "According to the appeal [to the] Central Committee from the Ural regional committee of the party, the Central Committee decided: to appoint a party-investigation commission consisting of members of the Central Committee Dzerzhinsky, Stalin for a detailed investigation of the reasons for the surrender of Perm, the latest defeats on the Ural front, as well as clarification of all the circumstances surrounding these phenomena, the Central Committee gives the commission to take all necessary measures [to] the speedy restoration of both party and Soviet work [in] the entire area of the 3 and 2 armies. Sverdlov" (RCCHIDNI, f. 17, op. 4, d. 1, l. 42-44).

In January 1919 a commission of the Central Committee of the RCP(b) investigated the causes of the defeat of the 3rd Army and the fall of Perm on December 25, 1918. On January 31, 1919 the commission submitted to the Central Committee of the RCP(b) a report on the work done (see: Stalin I.V. Soch., vol. 4. M., 1951, pp. 197-224). The report of the commission in the Central Committee of the Party was heard on February 5 (see: Izvestiya CPSU Central Committee, No. 7, 1989, p. 147).
